The Russian Ministry of Finance has submitted draft legislation to the government that would regulate cryptocurrency investments, but would still ban the use of cryptocurrencies for payments.

The law would also require cryptocurrency exchanges to register with the government and to collect information on their customers.
However, the draft law would still ban the use of cryptocurrencies for payments, except for payments between individuals.
The ministry said that the draft law is intended to "create a legal framework for the circulation of digital financial assets in Russia" and to "protect investors from fraud."
The law is expected to be debated by the government in the coming weeks.
