The chief compliance officer of Bitwise Asset Management, Matt Hougan, believes that stablecoin legislation could come as early as this year.
In an interview with CNBC on Wednesday, Hougan said that he expects the U.S. government to take action on stablecoins in the near future, given the growing popularity of these digital assets.
"I think it's inevitable that we're going to see some sort of federal regulation of stablecoins in the United States," Hougan said. "I think it's possible that we could see that as early as this year."
Hougan noted that the recent collapse of TerraUSD, a so-called algorithmic stablecoin, has highlighted the need for regulation in this area.
"I think the TerraUSD implosion has really put a spotlight on the need for some sort of federal oversight of stablecoins," Hougan said. "I think it's clear that these assets are not without risk, and I think it's important that we have some sort of regulatory framework in place to protect investors."
Hougan said that he believes the best way to regulate stablecoins would be through a "comprehensive" framework that would address a variety of issues, including the assets backing stablecoins, the governance of stablecoin issuers, and the transparency of stablecoin transactions.
"I think we need a comprehensive regulatory framework that addresses all of the different aspects of stablecoins," Hougan said. "We need to make sure that these assets are backed by safe and liquid assets, that they're governed in a responsible way, and that they're transparent to investors."
Hougan's comments come as the U.S. government is considering a number of different proposals for regulating stablecoins. In June, the President's Working Group on Financial Markets released a report that recommended that stablecoins be regulated as a "payment system."
The Treasury Department is also considering issuing a proposed rule that would require stablecoin issuers to hold reserves in U.S. dollars or other safe assets.
It remains to be seen what specific form stablecoin regulation will take in the United States, but Hougan's comments suggest that it is likely to come soon.
