A bill that would give blockchain records the same legal status as paper records has been reintroduced in the US House of Representatives.
The bill, called the Blockchain Technology Validation Act of 2023, was introduced by Rep. Tom Emmer (R-MN) and co-sponsored by Rep. Darren Soto (D-FL). It would create a new framework for the use of blockchain technology in the US government, and would require federal agencies to accept blockchain records as equivalent to paper records.
The bill was first introduced in the House in 2021, but it did not make it out of committee. The reintroduced bill is identical to the previous version, except that it includes a new provision that would require the Government Accountability Office (GAO) to study the use of blockchain technology by the federal government.
The GAO study would be due within one year of the bill's enactment.
"Blockchain technology has the potential to revolutionize the way the federal government does business," Emmer said in a statement. "This legislation would help ensure that the United States remains at the forefront of this innovation."
Soto said that the bill would "create a more efficient and transparent government."
"Blockchain technology has the potential to improve the way we track government spending, reduce fraud, and increase accountability," Soto said. "This legislation would help ensure that the United States government is taking advantage of this new technology."
The bill has been referred to the House Committee on Financial Services.
