New York State Department of Financial Services Superintendent Benjamin Lawsky has said that the BitLicense may not apply to non-financial blockchain projects.
In a speech at the New York University School of Law, Lawsky said that the BitLicense was designed to regulate "financial activities that are conducted through distributed ledger technology." He added that "not all distributed ledger technology activities are financial activities."
Lawsky said that the BitLicense would not apply to "non-financial activities that are conducted on a distributed ledger." He gave the example of a company that uses a distributed ledger to track the ownership of intellectual property.
Lawsky's comments suggest that the BitLicense may not be as burdensome as some have feared. However, it is still unclear which activities will be considered to be "financial" and which will not.
