The bill would also provide a safe harbor for cryptocurrency developers who are creating new products and services, and it would create a process for registering digital assets with the SEC.
The bill was introduced by Senators Cynthia Lummis (R-Wyo.) and Kirsten Gillibrand (D-N.Y.), and Representatives Tom Emmer (R-Minn.) and Darren Soto (D-Fla.).
"This legislation is a major step forward in creating a clear and consistent regulatory framework for digital assets," Lummis said in a statement. "It will help to protect investors, promote innovation, and ensure that the United States remains a global leader in the cryptoeconomy."
The bill has been endorsed by a number of industry groups, including the Chamber of Commerce, the American Bankers Association, and the National Association of Manufacturers.
